Modifcation Proposal Form

This modifcation proposal form/template is to be used when submitting a proposal to modify the Distribution Code or any of the codes qualifying standards found in Annex 1 and Annex 2 of the Distribution Code.

Distribution Code Modifications 2017

DCRPMP/17/01

The Distribution Code requires two minor modifications to DOC5 and DOC7 to ensure it is compliant with the EU Network Code “Transmission System Operation Guidelines” (TSOG).

The TSOG is expected to enter into force in early 2017 and some parts of it are effective immediately. These draft changes are intended to ensure compliance with the TSOG on its entry into force. This consultation sets out the reasons and justification for the two minor modifications.

The Code Administrator proposed changes to the DCode to accomodate the requirements of the TSOG and these proposals were submitted to the DCRP at the Panel meeting on 8/12/17. The Panel agree with the proposals and requested that the proposals proceed to public consultation. The consltation closed 03/02/2017. Subsequently a Report to Authority was submitted on 10/03/1 seeking approval to make the neccessar changes to the DCode.

On the 28/04/2017 the Authority published its decision and approve the modification. The modification was implemented on 01/05/2017.

DCRPMP/17/02

As part of its third Code Governance Review, Ofgem is seeking to introduce more flexibility to the GB Distribution Code (DCode) modifications process following a Significant Code Review (SCR). The proposed changes include three routes for progressing an SCR’s conclusions, with potential allowance to move between the processes. DCRP/17/02 seeks to align the DCode and the DCode’s Constitution and Rules with the licence changes made by Ofgem to deliver these new processes.

Proposals were submitted by the Code Administrator to the DCRP at the Panel meeting on 8/12/16. The Panel agreed for the proposals to be circulated for public consultation. Public Consultation closed 7/2/17. Subsequently a Report to Authority was submitted on 10/03/17.

On the 31/03/17 the Authority published its decision and approve the modification. The modification was implemented on 01/04/17.

Distribution Code Modifications 2016

There has been no Distribution Code Modifications proposed to date in 2016.

Distribution Code Modifications 2015

Modification to ER G59/3-1

This modification resulted in the revocation of Section 12.4 (f) where It is no longer a requirement to undertake an additional functional check of the LoM protection by removing one phase of the supply to the Generating Unit. A revision to section 12.3.1 (g) was undertaken to include the provision of two options to carry out a functional test confirming that the Interface Protection has operated. The modification also included minor updates to the Testing of RoCoF elements in Appendix 13.3. A discrepancy was also corrected between the wording contained in Section 12.4 and the testing requirements contained in Appendix 13.3 on how to undertake the test. Some minor typos were also corrected. ER G59/3-2 (2015) was published September 2015.

Modification to Distribution Code DPC 6.2

Modification to DPC 6.2 – Equipment at the Ownership Boundary sets out the exception between DNOs and Other Authorised Distributors relating to the requirements to meet desing principles contained within DPC 4.4.1. A revised Distribution Code V27 will be applicable from 1 January 2016.

Modification to Engineering Recomendation G12/4

Modification to ER G12/4-1 – Requirements for the Application of Protective Multiple Earthing to Low Voltage Networks have been approved by the Authority. The modification to ER G12/4 clarifys the use of earth electrodes at street lighting pillars. A revised ER G12/4 Amendment 1 was published 16 December 2012 and is applicable from 1 January 2016.
